Post-Processing is not applied to the Scene View when Camera Volume Mask is set to Everything and layer is set to non-default
How to reproduce:
1. Open the attached '1215442.zip' project
2. Open 'SampleScene' Scene
3. Select 'Main Camera' GameObject
4. Change the Layer from 'Default' to 'Post Processing'
Expected result: Post-Processing is rendered in both Scene View and Game View
Actual result: Post-Processing is not rendered in the Scene View
Reproducible with: 2019.3.0f6(7.1.7, 7.1.8), 2020.1.0a22(7.1.7, 7.1.8)
Not reproducible with: 2018.4.17f1(4.1.0), 2019.2.20f1(6.9.0, 6.9.2)
Could not test with: 2017.4.36f1 URP is not introduced
