[Post Processing] Game screen is rendered incorrectly when Viewport Rect is offset and FXAA or SMAA is enabled
How to reproduce:
1. Open attached project "Viewport Rect Test.zip" and scene "SampleScene"
2. Observe the Game View
Expected result: the Post Processing effects the whole Viewport Rect of the camera
Actual result: the Post Processing does not affect all of the Viewport Rect of the camera, it is possible to see the screen without effects as well
Reproducible with: 2018.3.13f1 (2.1.5)
Not reproducible with: 2019.1.0f2, 2019.2.0a11 (2.1.5)
Could not test with: 2017.4.24f1 (due to "Post Processing" not implemented as a package yet) and 2018.3.0a1, 2018.3.0a15 (due to Package Manager errors)
