Pop-up is shown when installing an unsigned package via Test Runner
How to reproduce:
1. Open the attached project "Pack"
2. In the Assets/Tests/PackageInstallationScript.cs set the path to the attached "com.hungrypigeon.ghfh-0.1.0" file
3. Open Test Runner
4. Run the tests
Expected results: No pop-up appears
Actual results: The pop-up appears
Reproducible with: 6000.3.3f1, 6000.4.0b3, 6000.5.0a3
Can't test with: 6000.0.65f1 (No such functionality)
Reproducible on: macOS Tahoe 26
Not reproducible on: No other environment tested
