PNG import fails when file is still being written to
If Unity starts to import a PNG file while it's still being written to then the import will fail.
We should check if there's anything we can do to determine if the file is still in use before trying to import it.
Reproduced by exporting a 4k png directly from GIMP into the Assets folder of a project and switching to the editor (triggering the import automatically) before the export has completed.

You must ensure that your file creation software has finished exporting and writing to disk first before you make the unity window active again. This only affects files that are being directly imported into the assets folder.
