Platforms that are not installed aren't greyed out in the Build Settings Window
Repro steps:
1. Create a new project
2. Open the Build Settings Window
3. Observe the available platforms
Expected: Platforms that aren't installed are greyed out
Actual: All platforms that are installed aren't greyed out
Reproducible with: 2019.4.37f1, 2020.3.33f1
Not reproducible with: 2021.2.18f1, 2022.1.0b15, 2022.2.0a9

Resolution Note:
It looks like the greying out of the target platform was added in 2021. This doesn't seem to be reported as a regression and is more of a backport request. Since this is a small cosmetic issue, we won't be able to backport it.
