[Pixel Perfect] Pixel size relative to the screen resolution changes when changing the screen resolution
How to reproduce:
1. Open attached "1270952_PixelSizeIssue" project
2. Open Assets/_Main/Scenes/New Scene
3. Enter Play Mode
4. Change the resolution in the Game View window to 320x180
5. Observe the pixels in the Game View window
6. Change the resolution in the Game View window to 1920x1080
7. Observe the pixels in the Game View window
Expected result: The pixel size relative to the resolution stays the same
Actual result: The pixel size changes relative to the resolution
Reproducible with: 2.0.4 (2019.4.8f1), 3.0.2 (2020.1.4f1), 4.0.1 (2020.2.0b1)
Can't Test: 2018.4 (can't import the package)

Resolution Note:
There are a few issues with the repro project:
* The Pixel Perfect Camera in URP only works with the 2D Renderer, not the Forward Renderer.
* The Pixel Perfect Camera doesn't officially support Canvas/UI system.
