Point Light is not culled when behind the Camera
How to reproduce:
1. Open the attached project "2023URP.7z"
2. Enable "Stats" in the Game view
3. Open Scenes/SampleScene.unity
4. Disable "Point Light" in the Hierarchy window
Expected results: "SetPass calls" in the Stats stay the same
Actual results: "SetPass calls" in the Stats is reduced by 3
Reproducible with: 2021.3.31f1, 2022.3.10f1, 2023.1.16f1, 2023.2.0b12, 2023.3.0a9
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
