[Editor] EditorWindow.mouseOverWindow isn't update when dragging the mouse
This break IMGUI Debugger's "Style Picker" UI.
How to reproduce:
1. Create a new project
2. Open the IMGUI Debugger (Window → Analysis → IMGUI Debugger)
3. Press and hold “Pick Style” in the IMGUI Debugger
4. Drag your mouse over any window element
5. Drag your mouse to a different window
6. Observe the IMGUI Debugger
Actual result: Pick Style does not respond to any elements
Expected result: Hovering over elements displays their information
Reproducible with: 6000.3.0a3, 6000.3.5f1, 6000.4.0b5, 6000.5.0a5
Not reproducible with: 6000.0.66f1, 6000.3.0a2
Reproducible on: MacOS Sequoia 15.7.3 (M1 Max), Windows
Not reproducible on: No other environments tested
