Physics layers still interact when unchecked in collision matrix causing major performance in postBroadPhase
Steps to reproduce:
1. Download and open the latest attached project(oc link)
2. Enter play mode
Note: GameObjects are set to layers which are set to not collide
Expected result: minimal to no physics impact
Actual result: extreme physics impact
Reproduced on 2017.2.2p3, 2017.3.2f1, 2017.4.1f1, 2018.1.0f1, 2018.2.0b1
Not reproduced on 2017.1.3p3
Regression introduced in 2017.2 with the physics changes
Note: the models in question are made of a lot of small colliders to ensure accuracy of hand collision in the submitter's project
