Physics.CheckCapsule method returns false when capsule is touching the edge of the collider
How to reproduce:
1. Open the attached project "1257210.zip"
2. Open the "Test" Scene
Expected result: green wire sphere Gizmo is displayed in Scene View
Actual result: red wire sphere Gizmo is displayed in Scene View
Reproducible with: 2018.4.24f1, 2019.4.2f1, 2020.1.0b13, 2020.2.0a15
Notes:
- The project contains two duplicate tests that are supposed to test this issue, however, running them may give different results each time although they are not impacted by anything that would change over time
- The project is set up to draw red Gizmo when Physics.CheckSphere and Physics.CheckCapsule methods return different results, as CheckCapsule method is passed the same position for its start and end coordinates - it should always return same results as CheckSphere method

Resolution Note:
The user in this case is using Physics.CheckCapsule as a Physics.CheckSphere, using both points in the same location which is no the intended use for the function as those are two different primitives in PhysX that result in different behavior. Using Physics.CheckSphere instead should fix the issues related.
