Phantom inputs on VKB joysticks when Unity Input System is used
How to reproduce:
1. Connect VKB Gladiator EVO joystick (or any VKB device)
2. Create new Unity project with Input System package
3. Create InputAction bound to any axis on the VKB device
4. Create InputAction bound to any button on the VKB device
5. Enable logging of axis value changes
6. Enter Play mode
7. Press any button on the VKB joystick
8. Observe the console
Actual result: Button press triggers phantom state events
Expected result: Button press does not trigger phantom state events
Reproducible with: 6000.2.6f2
Reproducible on: Windows 10 (User reported)
Not reproducible on: No other environments tested
Note: Not reproduced by CQA, as we do not have the exact device model
