[Particles] Particle Texture Sheet Animation flickers if Render Mode is set to Billboard
To reproduce:
1) Open attached project and scene
2) Play it and wait a bit - it takes about 10 seconds for emitting to start up
Expected: Both Particle Systems are shown the same
Actual: Particle System which has Render Mode set to "Billboard" flickers when emitting
Reproduced: 5.5.0f3, 5.5.0p3, 5.6.0b3
Not reproduced: 5.4.0f3, 5.4.4p1
