Particles get out of Particle System bounds when using Texture Sheet Animation
How to reproduce:
1. Open attached project ("case_1107722-ParticleBug.zip")
2. Open the test scene ("SampleScene")
3. In the Hierarchy, select the ParticleFlame Game Object
4. In the Particle Effect tab, check the "Show Bounds" checkbox
5. Inspect the Particle System in the Scene view
Expected: Particles remain within the bounds
Actual: Particles go beyond the bounds. This results in visible particle culling from the player perspective
Reproducible with: 2017.4.18f1, 2018.3.2f1, 2019.1.0a13
