Particles are not destroyed when they are spawned off screen
How to reproduce:
1. Open the attached project
2. Enter the Play mode
3. Go to the Hierarchy window -> Select the Main Camera -> go to the Inspector window -> Transform -> set Position X value to 10 or more
Expected: Particles should be destroyed either they are spawned on screen or off screen
Actual: Particles which are spawned off screen are not destroyed
Reproducable with: 2018.3.3f1, 2019.1.0b1, 2019.2.0a2
Not reproducible with: 2017.4.19f1 2018.3.2f1, 2019.1.0a10

Not a duplicate issue; this is about culling individual particles, as opposed to having a culled particle system. But this isn't a bug either; there is no off-screen detection for individual particles built into the particle system, so the described behavior is as intended. Off-screen destruction of particles would be a nice feature though.
