Particle System is stuttering in the editor when using Custom Data with low Playback speed
How to reproduce:
1. Create a new URP project
2. Unzip "1365360_particle_system_playback_stepping_issue" in Projects Asset folder
3. Select "BugPrefab" prefab and place it in the scene
4. Select the prefab and set Playback Speed to 0.1
Expected result: prefab texture smoothly rotates
Actual result: prefab texture is stuttery
Reproducible with: 2019.4.30f1, 2020.3.19f1, 2021.1.22f1, 2021.2.0b7, 2022.1.0a9
