Particle System is not Rendered in the Game window when using cmd.DrawRendered and context.ExecuteCommandBuffer to call it
Steps to reproduce:
1. Open user's attached project
2. Open "Offscreen Rendering" scene
3. Enter Play mode
4. Notice that particle Systems is Rendered in the Scene window on a purple Sprite but is not Rendered in the Game window
Expected results: cmd.DrawRenderer Rendres the Particle System
Actual results: cmd.DrawRenderer does not render a Particle System
Reproducible with: 2019.3.0b4(7.1.1), 2019.3.0b8(7.1.1), 2020.1.0a9(7.1.1)
Not Reproducible with: 2019.3.0b3
Notes: The Camera preview in the Scene shows the expected results during Play mode

Resolution Note (fix version 2018.4):
LWRP version in 2018.4 does not have RenderPipelineManager.beginCameraRendering, making this impossible to verify with LWRP in 2018.4
