Particle system does not Emit until a Fixed Timestep has passed
Reproduction steps:
1. Open user attached Project
2. Press Pause
3. Press Play
3. Step frame by frame
4. Exit Play mode
5. Change the Fixed Timestep in Edit > Project Settings > Time
6. Repeat from Step 2
Expected result: The Sphere and Cube move in tandem
Actual result: The Cube is behind by 1 Timestep
Reproducible with: 2020.3.15f2, 2021.1.17f1, 2021.2.0b7, 2022.1.0a5
Could not test with: 2019.4 (Could not downgrade)
