Panel splits in two triangles with dots in between when stretched
How to reproduce:
1. Open attached project "case_1075587-PanelBug.zip"
2. Go to File > Build And Run
3. Run built application
Expected result: Splitting line cannot be seen
Actual result: Splitting line can be seen
Reproducible with - 2018.3.0b1, 2018.2.8f1, 2018.1.9f2, 2017.4.11f1
