Pan Tool gets stuck when the Context Menu is called while using the tool
How to reproduce:
1. Create a new project
2. Activate the Pan Tool with the Middle Mouse Button
3. Activate the Context Menu (with the Right Mouse Button) while using the Pan Tool
4. Observe the Scene view
Expected results: Context Menu disables the Pan Tool
Actual results: The Pan Tool becomes stuck on
Reproducible in: 2023.3.0b1, 2023.3.0b8
Not reproducible in: 2023.2.11f1, 2023.3.0a19
Could not test in: 2021.3.35f1, 2022.3.20f1 (no Context Menu)
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
Notes:
- After becoming stuck, no other Tool can be activated in the Tool Bar
- Seemingly, a new style of the Context Menu is causing the issue
Workaround: Activate another tab (i.e. the Inspector tab)
