[Packman] Multiple assemblies with the same name from project and packages conflict
How to reproduce:
1. Open attached project
2. Observe Console window (if no errors are seen, proceed with the steps)
3. In Project window, open "BugReproducer" script
4. In Editor, observe the Console window
Expected result: no errors are thrown
Actual result: "PrecompiledAssemblyException: Multiple precompiled assemblies with the same name Newtonsoft.Json.dll included or the current platform. Only one assembly with the same name is allowed per platform. Assembly paths:
Assets/Packages/Newtonsoft.Json.dll" is thrown
Reproducible with: 2018.4.20f1, 2019.3.7f1, 2020.1.0b3, 2020.1.0a4
Could not test with: 2017.4 (no errors but package manager is not implemented)
