[Packman] Local preview/experimental packages have only a tag outline displayed in Packman when added from disk or tarball
Steps to reproduce:
0. Download the tarball file (.tgz) attached to this ticket (can either unzip it or keep as is)
1. Create a new project or open an existing one
2. Open Package Manager (Window -> Package Manager)
3. Click the "+" icon at the top left corner
4. In the dropdown menu select the "Add package from disk..." or "Add package from tarball" options
5. Select the package.json or tarball of the file downloaded in step 0 to add it to the project
Expected results: Package has visible preview/experimental tag
Actual results: Package has an outline of tag with no contents
Reproducible with: 2022.2.0a9, 2022.2.0a11
Not reproducible with: 2022.2.0a8
Notes:
- It's sometimes visible when loading the package that it's at first in the Unity packages dropdown and only when loaded is moved to a separate section
