[PackMan] Filter drop-down menu has a delay when opening it
How to reproduce:
1. Create a new project
2. Open the Package Manager window
3. Select "My Assets" from the "Packages" drop-down menu
4. Click on the "Filters" drop-down menu
Expected result: the menu opens instantly
Actual result: the menu takes a second to open
Reproducable with: 2020.1.0a17, 2020.1.0b8, 2020.2.0a8
Could not test with: 2020.1.0a16 and earlier (the "Filters" drop-down wasn't implemented to the Package Manger yet)
Notes:
-The "Add", "Sort" and "Packages" drop-down menus open instantly
-The above-mentioned menus can be closed with ESC key while the "Filters" one can't
-It is not systematic but at some point, after clicking on "Packages", "Sort" and "Filters" the "Filters" drop-down stops responding at all as shown in "FilterStuck.mp4" and discussed in the linked Slack conversation
