This is still an issue. Doing the Previsualization course at the moment and when downloading The Realtime Rascals Assets, we are getting "An error occurred: Unable to get purchase details because you may not have purchased this package."

I'm just starting with Unity, i wanted to learn about terrain building and add new tools and brushes using "Terrain tools (beta)", i download it and when i try to install an asset (that i think is required for it to run) i can't because it's free. The worst thing is that this aset is provided by Unity themselves lol.

We just encountered this problem after having bought the "ArchVizPRO Interior Vol.5 HDRP" asset from the Unity Asset store. Not being able to download an asset after having purchased is just really irritating and nerve-racking. Please fix asap. This having to fiddle around with issues in Unity is just a waste of time.

Still happens with the latest Unity, and in the case of the asset called SpaceNavigator Driver, it won't let me download it either even though it's free.
