Enable and Disable process does not suspend on clicking on Cancel button in the Popup
Steps to Repro:
1. Create a new Project
2. Open Window > Package Manager
3. Select Built-in packages
4. Click on Disable button on AI package
5. Click on Disable on "Disable Built-in Package" popup
6. Click on cancel button when disabling process starts
Expected Result:
Disabling process should be suspended
Actual Result:
Disabling and Enabling process is not getting suspended on clicking on Cancel button
Reproducible on: 2020.1.0a14, 2020.1.0b12, 2019.3.16f1, 2018.4.23f1
