Package XML documentation isn't shown when using external packages
Repro steps:
1. Open user attached project
2. In the Project window, open "HeroRewardDisplay.cs" in the "QuestRewardList" folder
3. Hover over "IDisplayElement" on line 4
Expected result: A description of the package Interface appears
Actual result: No description is shown
Reproducible with: 2018.4.8f1, 2019.2.4f1, 2019.3.0b1, 2020.1.0a2
Could not test with: 2017.4.32f1 (no Package Manager)
