GPU usage spikes to 20% when downloading large packages from Package Manager
How to reproduce:
1. Open Task Manager(Windows) or Activity Monitor(macOS)
2. Add to your assets the 3D Game Kit from the Asset Store
3. Create a new empty 3D Project
4. Open the Package Manager (Window -> Package Manager)
5. Change Packages: In Project/Unity Registry into Packages: My Assets
6. Select the 3D Game Kit asset
7. Press the Download button
8. Select Task Manager or Activity Monitor
Expected result: GPU usage is stable and minimal <15%
Actual result: GPU usage is unstable/constantly changing, sometimes peaks at 20% but rarely goes above
Reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.25f1, 2021.2.0b15, 2022.1.0a11
Note: While OBS is recording this does not reproduce, or at least does not reach 15% GPU usage
