Package Manager suddenly changes its size when it was narrowed down in the docked state and then expanded in undocked
How to reproduce:
1. Create a new Unity project
2. Go to Window -> Package Manager
3. Dock the Package Manager window in the Editor and narrow it down so most content is not visible
4. Undock the Package Manager window and try to resize it so all the content is visible
Expected results: The Package Manager can be smoothly resized like any other window
Actual results: The Package Manager suddenly changes its size because it is not supported to narrow down the Package Manager window in the undocked state
Reproducible with: 2021.3.43f1, 2022.3.43f1, 6000.0.16f1
Reproducible on: macOS Sonoma 14.5 (M1)
Not reproducible on: No other environment tested
