Package folders are empty after upgrading a project
Steps to reproduce:
1. Create a new HDRP project
2. In Project Browser, right-click and in the context menu choose Create > Visual Effects > Visual Effect Graph
3. Observe that Visual Effect templates are present in the opened window
4. Close the project/Editor
5. Open the same project with 6000.0.0b14
6. In Project Browser, right-click and in the context menu choose Create > Visual Effects > Visual Effect Graph
Actual results: Opened 'Create new VFX Asset' window does not have any templates listed
Expected results: Opened 'Create new VFX Asset' window does have templates
Reproducible with versions: 6000.0.b14 (should reproducible with any other latest version after upgrade)
Not reproducible with versions: n/a

Tested on (OS): macOS, Windows
Notes:
- Happens with other packages as well - notice that after upgrade shadergraph, core RP, Unity UI folders in project browser are empty as well
