[OpenXR][HDRP] XR Fails to initialize and black screen is present when waking up the HMD with DLSS enabled
Steps to reproduce:
1. Open the attached project "XRDLSS.zip"
2. Make sure DLSS is enabled in the Main Camera under the "XRRig" GameObject (Install HDRP + Nvidia DLSS package)
3. Make sure OpenXR is enabled and open the "OutdoorScene.unity"
4. Connect Meta Link to Quest 2/3
5. Do not wake up the HMD
6. Enter Play Mode
7. Wake up the HMD
Expected results: XR succeeds in initializing even with DLSS enabled when waking up the HMD
Actual results: XR Fails to initialize and black screen is present when waking up the HMD with DLSS enabled
Reproducible with: 2023.3.10b1, 6000.0.23f1
Not reproducible with: 2021.3.45f1, 2022.3.51f1
Could not test below 2023.3.10b1 and locate the FAV due to the Editor becoming completely unresponsive (See attached video.mp4)
Reproducible with these devices:
VLNQA00609 - Oculus Quest 3 (Quest 3), CPU: Snapdragon XR2 Gen 2 (SM8550), GPU: Adreno 740, OS: 12
VLNQA00415 - Oculus Quest 2 (Quest 2), CPU: Snapdragon XR2, GPU: Adreno 650, OS: 12
Testing Environment: Windows 11 23H2 RTX 3070
Not reproducible on: no other environment tested
Notes:
-Issue reproduces with Direct3D11 and Direct3D12
-Issue only reproduces when DLSS is enabled in the Main Camera
-Issue only reproduces with OpenXR
-Issue reproduces on a new project
-Reproducible in built Windows Standalone Player and Play Mode

This is a bit frustrating, because DLSS does work just fine - as long as you enable it *after* the headset has initialised. If you set it on before initialising the headset - black screen.
