OnTransformChildrenChanged is not called when removing a child and is called twice when adding a child
Steps to reproduce:
1. Open attached project
2. Open and play 'Test' scene
3. Click 'Run test' button
4. See the console, notice the wrong number of calls to OnTransformChildrenChanged:
Removing object from the children list does not call OnTransformChildrenChanged at all.
Adding an object to the children list calls the function twice.
Reproduced with: 5.0.4f1, 5.2.3f1, 5.4.0a3

This isn't a duplicate completely because the other ticket doesn't appear to mention "Removing object from the children list does not call OnTransformChildrenChanged at all"
I am also seeing that removing an object does not call the OnTransformChildrenChanged. Is this the expected result? Seems odd.
