Only one version is shown to be select-able when opening projects that were created with a version that is not installed locally
How to reproduce:
1. Create a new Project
2. Remove the Project from the Unity Hub Project list
3. Uninstall the Editor Version that the Project was created with
4. Add the Project to the Project List
5. Open the Project
Expected result: Other installed versions on the system are shown to be select-able
Actual result: Editor Version originally used is shown to be suggested to install and only one version from the same stream is shown to be open-able
Reproducible with: Unity Hub 3.12.1
Reproducible on: macOS 15.5 (M3), Windows 11
Not reproducible on: No other environment tested
