[Oculus XR] Oculus Loader script is forcing minimum the Android SDK version to be set to 23
Oculus Loader script is forcing the minimum Android SDK version to be set to 23 even if it has been set higher in the Player Settings
Reproduction steps:
1. Create a new project
2. Add Oculus XR Plugin package in the Package Manager
3. In the Packages->Oculus XR Plugin->Runtime folder open OculusLoader.cs script
4. Search for "SetAndroidMinSdkVersion()" function
5. Inspect the conditional statement inside the function checking if PlayerSettings.Android.minSdkVersion != AndroidSdkVersions.AndroidApiLevel23
6. Inspect If clause PlayerSettings.Android.minSdkVersion = AndroidSdkVersions.AndroidApiLevel23;
Expected result: Oculus Loader script is checking if the Android minimum SDK version set in Player Settings is not lower than Android API Level 23
Actual result: Oculus Loader script is checking if the Android minimum SDK version set in Player Settings is not equal to Android API Level 23
Reproducible with: 1.9.2 (2019.4.36f1), 1.11.2 (2019.4.36f1, 2020.3.30f1, 2021.2.14f1, 2022.1.0b10, 2022.2.0a6)
