[XR][Oculus GO | Quest] XRDevice.refreshRate remains 60 Hz despite switching to 72 Hz mode
To reproduce:
1. Open attached project
2. Build for Oculus GO while having logcat enabled
3. When built, start the application in Oculus GO
4. After several seconds observe the logcat
Expected: XRDevice.refreshRate is set to 72 Hz
Actual: XRDevice.refreshRate is reported to be 60
Reproduced in: 2017.4.29f1, 2018.4.2f1, 2019.1.6f1
Note1: reportedly after falling asleep / going to Oculus menu and getting back to application resolves the issue, however XRDevice.refreshRate is still outputting 60
Note2: cannot test on 2019.2 and 2019.3 as "OVR" is no longer recognized as valid include
