[Oculus GO] Applications are capped at 30 fps when building a project for Oculus GO
To reproduce:
1. Open any project with Oucus go API for Android set up
2. Buld and run On Oculus GO
3. Observe the logcat (filter the messages with "VrApi" to see the fps log output)
Expected: application runs at 60 fps
Actual: application is capped at 30 fps
Reproduced in: 2019.1.0b1, 2019.1.0b7, 2019.2.0a8
Not reproduced in: 2017.4.23f1, 2018.3.9f1, 2019.1.0a15
