Objects far away from the world origin are jittering when Scene view is panned
How to reproduce:
1. Open the attached "TestFor1070891.zip" project's SampleScene
2. Focus on Sphere GameObject in the Scene view
3. Try to pan the Scene view
4. Notice that the Sphere is jittering
Expected result: GameObject movement is smooth
Actual result: GameObject movement is jittery
Reproducible with: 2017.2.3p3, 2017.4.9f1, 2018.1.9f1, 2018.2.4f1, 2018.3.0a9
