[UIElements] NullReferenceException when accessing RootVisualContainer from static constructor
Repro steps:
1. Open provided project
2. Enter Play mode
Expected result: No "NullReferenceException" errors should appear in the console
Actual result: "NullReferenceException" error appears in the console
Fixed in: 2017.2.0b10
Reproduced with: 2017.1.0b7
Did not reproduce on: 5.5.3p4(Script error), 5.6.1p1(Script errors), 2017.2.0a1(Script errors)
