NullReferenceException is thrown when using TrackPropertyValue and SerializedPropertyChangedEvent in UIElements
Reproduction steps:
1. Open the attached “BugRepro” project
2. From the menu navigate to BugRepo > Test Window
3. In the TestWindow, change the value of the Value field to 5
4. Observe the Console window
Expected result: No errors are thrown, and "evt.changedProperty : _Value" and "valueProperty : _Value" messages are printed
Actual result: “NullReferenceException: SerializedObject of SerializedProperty has been Disposed” error is thrown, and “evt.changedProperty" warning appears
Reproducible with: 6000.0.8f1, 6000.0.15f1
Not reproducible with: 2021.3.42f1, 2022.3.41f1, 6000.0.7f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
