NotImplementedException when calling HttpListener.TimeoutManager
How to reproduce:
1. Open the attached "TimeoutManager_NotImplemented.zip" project
2. Open the "SampleScene" scene
3. Enter Play mode
4. Observe Console window
Expected result: There are no errors thrown, System.Net.HttpListener.get_TimeoutManager returns a TimeoutManager.
Actual result: NotImplementedException is thrown when calling HttpListener.TimeoutManager.
Reproducible with - 2017.1.5f1, 2017.4.19f1, 2018.3.4f1, 2019.1.0b2, 2019.2.0a3

Resolution Note:
Our class library implementation is inherited by mono, and this functionality has not been implemented upstream https://github.com/mono/mono . Unfortunately this functionality is not high enough priority for us to implement when triaging our bugs at this time.
