NotImplementedException is thrown when setting System.Net.FtpWebRequest.ClientCertificates property
How to reproduce:
1. Open the 'test' scene in the user attached project ("project") using the EnvIronman VM
2. Enter play mode
3. Check the console output
Expected results: No errors are thrown
Actual results: NotImplementedException is thrown
Reproducible with: 2017.4.34f1, 2018.4.12f1, 2019.2.11f1, 2019.3.0b9, 2020.1.0a11

Resolution Note:
This functionality is not implemented in our current version of Mono. It is implemented in the upstream version of Mono and we will be upgrading our version of Mono in the future which will likely resolve this issue.
