Normal Map Quality Setting doesn't get saved or gets reset to Disabled
To repro:
1. Create a new 2D Light
2. Set the Normal Map Quality to Accurate
3. Save the Scene
4. Load another Scene
5. Reload the original scene where you made a 2D Light.
6. Select the 2D Light and see that the Normal Map Quality is Disabled.
