Non-ASCII characters are displayed incorrectly in the loading splash screen
Reproduction steps:
1. Create a new project and name it with any non-ASCII characters (for example, 这核里吗)
2. Open the project
Expected result: The project name in the loading splash screen is written correctly
Actual result: The project name in the loading splash screen is written incorrectly
Fixed in: 2023.1.0a23
Reproduced with: 2022.3.6f1, 2023.1.0a22
Not reproduced with: 2023.1.7f1, 2023.2.0b3
Couldn't test with: 2021.3.29f1 - project names are not written in the loading splash screen
Reproduced on: Windows 10
Not reproduced on: macOS 13.4.1 (c) (Intel)
