No System Error thrown and project loads indefinitely when msvcp120.dll is missing from System32
Reproduction steps:
1. Remove msvcp120.dll from the System32 folder
2. Try to open a project from the Hub
Expected result: a System Error is thrown
Actual result: the wheel next to the project spins indefinitely
Reproducible with (Hub): 3.4.1
Reproducible with (Editor): 2020.3.44f1, 2021.3.18f1, 2022.2.5f1
Could not test with (Editor): 2023.1.0b2, 2023.2.0a1 (The project opens normally, running Unity.exe opens the Hub)
Reproducible on: Windows 11
Note: The expected result can be seen by running Unity.exe (see attached screenshot)
