No minimum size on UI Toolkit Layout Debugger window
Steps to reproduce:
1. Create a project
2. Open UI Toolkit Layout Debugger (Window > UI Toolkit > Layout Debugger)
3. Resize the window to make it as small as possible
Actual results: Window becomes so small that only few of the buttons are visible
Expected results: Window becomes smaller but all of the window functionalities are visible
Reproducible with versions: 6000.0.45f1, 6000.1.0b12, 6000.2.0a8
Can’t test with versions: 2021.3.50f1, 2022.3.60f1 (UI Toolkit Layout Debugger window is not available)
Tested on (OS): MacBook Pro Sequoia 15.3.2 (Apple M1 Max)
