No active XRInputSubsystem available when entering Play Mode
How to reproduce:
1. Open the attached "Repro.zip" project
2. Open the "SampleScene" Scene
3. Enter the Play Mode
Expected result: No warnings in the Console Window
Actual result: "No active UnityEngine.XR.XRInputSubsystem is available" warning appears in the Console Window
Reproducible with: 2020.2.0a21 (4.0.2)
Not reproducible with: 2019.4.9f1 (3.0.1), 2020.1.3f1 (3.1.3)
Note:
- Could not test on on 2018.4, because Ar foundation is not compatible with that stream

Resolution Note:
This warning is completely appropriate as it is informing the user that they do not have a valid XR Plugin configured for the current platform. From the look of your repro project you are making an AR simulation package (which is great!). So the correct next step for you is to sign up for access to the XR SDK that contains instructions and examples for building an integrated (native) subsystem. XRInputSubsystem is an example of one of these integrated subsystems.
