[New Input System] Input is sometimes delayed when moving the mouse
How to reproduce:
1. Open the attached project's Scene labeled "SampleScene"
2. Open the Profiler Window (Window->Analysis->Profiler)
3. Enter the Play Mode
4. Move the mouse around in a circle
5. Observe the Game View and the Profiler
Expected result: There are no stutters on high framerate
Actual result: Sometimes there's an Input delay while moving the mouse
Reproducible with: 2019.3.6f1, 2020.1.0b2, 2020.2.0a4 (1.0.0-preview, 1.0.0-preview.6)
Couldn't test with Unity: 2018.4.20f1 (0.1.2-preview)
Couldn't test with Packages: 0.1.2-preview, 0.9.6-preview (Missing functionality)
