New Input System does not respect Multiplayer ownership when using a Gamepad

Reproduction steps:
1. Make sure a Gamepad is available for testing
2. Open the attached “IN-92249.zip” project
3. Open the “NGO_Setup” Scene (Assets > NGO_Minimal_Setup > NGO_Setup)
4. Open the “Multiplayer Player Mode” Window (Window > Multiplayer > Multiplayer Play mode)
5. Enable “Player 2” Virtual Player
6. Enter the Play mode
7. Click “Start Host” in one of the Game view
8. Click “Start Client” in the other Game view
9. Move with WASD keys in one of the Game view
10. Observe how only the one player moves
11. Move with a Controller left stick
12. Observe the Game view

Expected result: Only one of the players move
Actual result: Both players move

Reproducible with: 1.7.0 (6000.0.38f1, 6000.1.0b6, 6000.2.0a3), 1.13.0 (6000.0.38f1, 6000.1.0b6, 6000.2.0a3)
Couldn’t test with: 2022.3.58f1 (“Multiplayer Play mode” package is not supported)

Reproducible on: Windows 11
Not reproducible on: no other environment tested

Notes:
- Does not reproduce when “Active Input Handling” is set to “Input Manager (Old)”
- Tested with DualShock 4 Gamepad
