"Move of a SavedFilter has invalid input" errors appear when dragging Packages folder on to Favorite section in Project window
To reproduce:
1. Open any project
2. In Project window, drag the Packages folder on to Favorites section
Expected: no errors appear
Actual: "Move of a SavedFilter has invalid input" errors are thrown upon hovering
Reproduced in: 2018.2.0b1, 2018.2.9f1, 2018.3.0b3, 2019.1.0a2
Not reproduced in: 2017.4.11f1, 2018.1.9f2, 2018.2.0a9
