When move gizmos arrows overlap, further drawn arrow gets selected
In scene view, when placing scene view camera as objects move gizmo "Y" axis arrow overlap "Z" axis arrow, selecting "Y" axis selects "Z" axis arrow.
To reproduce:
1.Open project
2.Create any object
3.Rotate scene view camera to view object in "Z" axis so the move gizmo "Y" axis arrow overlap "Z" axis
4.Try to select "Y" axis arrow
5.Observe as the "Z" axis arrow is selected.
Reproduced on: 5.3.4f1 5.4.1f1 5.5.1f1 5.5.2p2 2017.1.0a2
Win 10 Pro
Notes: when rotating scene view camera as the "X" axis is behind the "Y" axis, "Y" axis is on the top and you can select it correctly.

This is also evident on the scale gizmo handles.
Handles are drawn and picked in the order (x, y, z) irrespective of their actual view depth.
