[Motion Vectors] Movecs don't work with MSAA in Forward rendering
Repro steps:
1. Import the attached project.
2. Open the MSAA scene
3. Enter Play mode and observe the motion vectors working
4. In the HDRP asset, set Lit Shader Mode to Forward and enable MSAA (i.e. set it to 8x)
5. Observe the motion vectors not rendering correctly.
Expected outcome:
Motion vectors to work in Forward with MSAA enabled.

- not a regression, present since the feature landed in 7.1.1
