[Mono Runtime Upgrade] Can't launch windows standalone build built on Win 8.1

2. How we can reproduce it using the example you attached
Project folder contains the built executable 1.exe
Otherwise - build the project on Win8.1 (for standalone x64)
This looks to be some kind of instability as on another system the issue was present till I build x86 build. Then all builds were working OK. But on this machine issue persists.
